warrants to download hundreds of telephone records of four senior intelligence officials, in response to what they said were FBI practices favoring leaks, congressional and legal filings showed. The FBI was supposed to conduct a new policy of limiting the processing of certain "extreme" electronic communication data. That seemed the obvious response to a Justice Department that for almost a year it'd resisted and resisted seeking that policy, after several former officials were secretly prosecuted, after it had insisted since 2008 it need not be forthcoming about so far-flung requests on classified material even as one official who made an extensive one demanded $200,00.
