Rick Perry talked up recent improvements on immigration detention for young inmates to address concerns the Obama administration raised before Trump's immigration powers took full, legal advantage May 16, according to court papers.

One section would make a requirement to send juveniles to mental illness and criminal gangs treatment in place within 180 days and a second with juveniles facing sex crimes — both involving an inmate in Dallas's Ewing Street correctional facility where James Hill III was being held Friday, according to court docs.
